LEANDER C. DOMINGO

SIXTY-one-year-old Joseph Lappay finally gets a permanent appointment after more than 23 years working in government service in the province of Abra.

This was posted in the Facebook page named “Abra Province” that says it is managed and maintained by the Office of the Governor of Abra.

The post said Lappay was a job order (JO) worker of the provincial government of Abra for 23 years.

On Sept. 1, 1997, Lappay started working as a mechanic helper under a JO contract, and now he was promoted as a permanent employee under the provincial health office.

On December 2, Gov. Joy Bernos also gave a permanent position to other provincial government employees under a JO contract and has been working for at least 15 years.

Lappay said he was thankful for the appointment, and said that he can now send his youngest child to college and finish a civil engineering course.

It was not mentioned why it took Lappay 23 years to get a permanent position with the provincial government of Abra.
