CUSTOMS OFFICIALS LAUNCH BOOK

CUSTOMS officials have launched their second book on abandonment proceedings.

The book, Compendium on Customs Abandonment Proceedings, principally authored by lawyer Lourdes Villamar Mangaoang, deputy collector for passenger services at the Ninoy Aquino International Airport, was launched on Friday during the Manila International Book Fair 2022 at the SMX Convention Center in Pasay City.

Aside from Mangaoang, the other authors of the book are Customs collection officers Marlon Agaceta, Tristan Armando 3rd and Ferry Langcay. The book was published by the Central Book Supply Inc.

The launch was graced by Supreme Court Associate Justice Ramon Paul Hernando; lawyer Teodoro Jumamil, chairman of the Professional Regulation Commission; practicing licensed Customs brokers Samuel Bautista, Nenette Dagondon and Albert Cruz; and Jose Paolo Sibal and Girlie Jacala, president and vice president, respectively, of the Central Book Supply Inc.

“This book is aimed at promoting transparency on customs processes, procedures, laws, rules, and regulations, and addresses the dearth of readily accessible reference materials,” Mangaoang said.

In his foreword, Justice Hernando recognized “the collective zealousness, keen efforts, and professional proficiency” of Mangaoang and his co-authors “in publishing their scholarly and finely crafted legal work as truly laudable and praiseworthy,” saying that “he fully shares in their optimism that their Compendium will truly serve as an effective tool and guide in the field of Customs Abandonment Proceedings.”

Associate Justice Samuel Gaerlan stressed in his foreword that “[i]n publishing this Compendium, they (authors) have gone above and beyond their duties as officials of the BoC (Bureau of Customs) by offering a practical and easy guide for parties-in-interest.”

Gaerlan added: “As lawyers, they have taken the initiative in keeping their brethren in the legal profession abreast of legal developments in the field of customs. As officers of the court, they have assisted in disseminating information to law students through a proper learning tool. Ultimately, their efforts in making customs laws, procedures, and practices known and accessible to everybody, one book at a time, are truly deserving of praise, respect, and admiration.”
